Florida Woman Arrested After Dog Is Found Dead Tied to Fence Without Food or Water, Deputies Say

Fort Lauderdale, Florida — A Broward County woman has been arrested after a dog was found dead while tied to a fence outside a Fort Lauderdale home, with deputies alleging the animal was left without food, water or shelter.

According to the Broward Sheriff’s Office, Raymanda Herring, 31, was taken into custody Wednesday night in connection with the dog’s death. An arrest report alleges that the dog was restrained outside the property and left in conditions that prevented it from moving freely or lying down without pressure on its neck.

Herring faces charges related to confining an animal without sufficient food and causing cruel death, pain and suffering to an animal. The case remains subject to the legal process.

What Happened at the Fort Lauderdale Home?

According to the arrest report, Herring, whose permanent address is listed in Miramar, went to a home in the 2900 block of Northwest Eighth Place in Fort Lauderdale on Sunday.

The dog was being housed inside the residence. Deputies said Herring saw that the animal had urinated and defecated inside the home before removing it and tying it to a fence outside.

Investigators allege that she used a six-foot leash attached to the dog’s collar and secured the animal to a fence approximately six feet high.

The report states that the dog was left without food, water or shelter. Deputies further alleged that the leash restricted the animal’s movement to about one foot from the place where it was tethered.

According to the report, the dog could not lie down without experiencing restraint around its neck.

Deputies Say the Dog Was Left Without Basic Care

The arrest report describes concerns about the dog’s access to basic necessities while it was tied outside.

Deputies said Herring admitted to leaving the dog alone without food or water. She reportedly told investigators that she returned to the property at approximately 5:30 a.m. Tuesday to check the mail and believed the dog was still alive at that time.

According to the report, Herring left the animal at the location again without providing food or water.

She later contacted the Broward Sheriff’s Office. However, the report states that deputies advised her to contact Animal Control, and investigators allege that she never did so.

The dog was found dead later Tuesday evening, still tied to the fence.

Authorities have not provided additional details about the dog’s veterinary history or released further information about the circumstances surrounding its death beyond the allegations described in the arrest report.

What Charges Does Raymanda Herring Face?

Herring was arrested Wednesday night and faces charges involving the alleged confinement of an animal without sufficient food and the alleged infliction of cruel death, pain and suffering.

Animal cruelty cases can involve investigations into an animal’s living conditions, access to necessities and the circumstances that led to injury or death. In this case, deputies cited the alleged restraint, lack of food and water, and the dog’s death as part of the reported circumstances.

The allegations have not been established as proven facts in court. Herring will have the opportunity to respond to the charges through the legal process.

Woman Held on $25,000 Bond

As of Thursday afternoon, Herring was being held at the Broward County Main Jail on a $25,000 bond, according to the report. A judge also ruled that if she is released, she must have no contact with animals.

The restriction would prevent her from having contact with animals while the condition remains in effect. Further details about any upcoming court hearings or changes to her custody status were not provided in the information released.

The case has drawn attention to the importance of ensuring that animals have access to food, water, shelter and safe conditions, particularly when they are restrained outdoors.

Investigation and Legal Proceedings

The case centers on the circumstances in which the dog was allegedly tethered to the fence, the reported lack of basic care and the animal’s eventual death.

Authorities have not released additional information about the dog’s identity or whether further investigative steps are expected.

As the case proceeds, court records and additional statements from authorities may provide more details about the evidence and the charges against Herring.
