Colorado Rolls Out “Don’t Underestimate Impairment” Campaign, Imposes Tougher Penalties on Repeat Drunk Drivers

Colorado has launched its latest effort to curb impaired driving with the Don’t Underestimate Impairment campaign, targeting the ongoing problem of repeat drunk drivers.

The Colorado State Patrol points to alarming statistics: last year, 16,216 DUI cases were filed, despite the availability of rideshare services and public transportation.

“Nationally, nearly one-third of all drivers arrested for DUI have at least one prior conviction,” said Col. Matthew C. Packard of the Colorado State Patrol, underscoring the need for stronger deterrents.

In response, state lawmakers have introduced a new category—Persistent Drunk Driver (PDD)—to classify those with multiple DUI convictions, anyone who refuses a post-arrest chemical test, drivers with a blood alcohol content of 0.15% or higher, or individuals caught driving on a DUI-related suspended license.

“It’s hard to believe someone would make such a reckless choice twice, but it happens every day,” Col. Packard said. “The penalties reflect the serious danger these drivers pose to the public.”

The consequences for being labeled a PDD are steep: a mandatory Ignition Interlock Device and SR-22 insurance for at least two years, along with a court-ordered alcohol abuse treatment and education program. The program includes 24 hours of classroom instruction and up to 86 hours of therapy. Drivers who refuse chemical testing face the highest level of mandatory therapy.
