State rental aid program supports over 80 former foster youth in first year

DENVER — A year after its launch, Colorado’s rent assistance program for young adults aging out of foster care has helped more than 80 people avoid homelessness.

Samantha Chavez entered foster care at age 10 after her father’s death and removal from her mother in a neglect case. She said she moved through countless foster homes and later became homeless, refusing to return due to negative experiences.

While pregnant, Chavez learned about the new rental assistance initiative for former foster youth at risk of homelessness. The Colorado Department of Human Services (CDHS), in partnership with county-level Chafee Foster Care programs, started the program last summer.

To qualify, applicants must:

  • Live in Colorado

  • Be 18–25 years old

  • Have been in foster care

  • Be homeless or at risk of homelessness

If approved, the program covers 70%–100% of rent.

Initially, just under 50 people were pre-approved. Since then, the state has allocated $2.67 million annually for assistance and case management, funding about 80 vouchers at a time. Every recipient has either maintained housing or left successfully.

Chavez said the voucher lifted a major burden: “I’m in a good position finally, and it’s helped me get my life together so I can give my daughter a better life.”

Currently, 40 young adults remain on the waiting list, reflecting what CDHS youth services manager Trevor Williams called a “real need.”

Despite projected federal cuts and a $1.2 billion state revenue shortfall, CDHS does not expect immediate funding issues but is monitoring for impacts.

Since 2021, homelessness among former foster youth in Colorado has dropped from 36% to 21% — a 15% decrease that Williams credits to expanded support programs.
